The Leaders in Safeguarding Scrutiny and Validation Panel meets every three months to check on the quality of the work undertaken by the safeguarding consultants and to approve membership. The Panel members are experts in safeguarding and include inspectors and current practitioners from health, education and social care professions.

They use their experience, knowledge and skills to make sure assessments are thorough and that safeguarding arrangements are effective. They confirm that the Leaders in Safeguarding Quality Standards and statutory requirements are met.

Dr Dan Grant is a consultant social worker and expert witness. He has vast experience of inspection and complaints investigation and has a PhD in safeguarding.

Rob is an experienced inspector and quality improvement consultant. Rob gained senior leadership experience in a large national training company specialising in providing education, training and personal development programmes for the long term unemployed and people with physical and/or learning disabilities.

Dr Les Gordon has extensive experience in social work and community justice. Les has overseen the delivery of offender treatment programmes and has a particular interest in assessing and managing risk.

Dr Philida Schellekens

Dr Philida Schellekens has extensive experience of inspection, and complaints investigation. She is a very experienced education consultant, linguist and published academic.

Priscilla McGuire

Priscilla McGuire has vast experience of regulation and inspection of children’s centres and independent schools. She is a governor of an ‘outstanding’ sixth form college and vice-chair of a clinical commissioning group.

Kathryn Townsley

Kathryn Townsley is a former senior inspector in further education and skills, children’s centres and early years. She has extensive experience as a member of the Ofsted policy board for safeguarding and contributed to national policy decisions and the development of inspection frameworks. Kathryn has qualifications in teaching, nursing, midwifery and health visiting.

Yvonne Grant is an experienced children’s centre manager. She is a qualified specialist public health practitioner, paediatric nurse and health visitor with a special interest in safeguarding and disability.
